Let's try something:
Get into BIOS setup and disable one or both Com ports (usually in Integrated Peripherals). Next go to the PCI section and set the OS to "PnP", "Auto" and "Reset Configuation Data/ESCD".
Unplug all USB devices *now* and restart. Press F8 repeatedly to summon the Windows Startup menu. Choose Safe Mode. Go into Device Manager and remove *all* USB drivers. First remove the Root hub(s) and next the host controller.
Restart normally and replug your devices. If this should fail, reinstall Windows from the CD over this installation *with USB devices unplugged*.
Print this if you can. You'll need it. You may not have to open the case today. You'll need to later though. ;-)

: Sears has special screw-extracting tools for about $20US. You really need to get into the case. If the VIA can't be made to work (common problem), you will need to get in to install a USB card.
