You unplugged a USB device without stopping it.
Unplug all USB devices except for mouse and keybaord.
Remove everything USB from the Device manager while in Safe Mode including generic storage volumes.
If that doesn't work I would do a clean install.

: I had the 4 ports from the motherboard where only 2 where being used. I also had a D-Link usb hub that had 3 out of 4 ports used. I've unplugged everything including the hub and plugged my usb mouse into the motherboard port. Im still having the same problem. Ill be pulling the mouse next and just let it sit there to see if the mouse is the problem.

: : : The USB alert sound that WinXP makes when you connect or disconnect a usb device keeps going off at least once every 15 minutes. It happens so quick I cant figure out whats causing it. My mouse will freeze for about 3 seconds then everythings fine again. I unplugged all usb devices except for my mouse and it still does it. I made a few system changes this past weekend. Installed a 80gig harddrive, flashed my bios, and ran windows update and downloaded the latest critical updates. Any ideas?
