: I do not know if this is possible, but is there a way to allocate bandwidth for specific USB devices? I understand that each would require a certain amount of bandwidth. I'm just wondering if it's possible, or if there's a way to re-allocate a device's requirement for bandwidth.

: The reason I'm asking this is because I suspect that my device, on WinXP is requesting a higher amount of bandwidth than on Win2K.

The bandwidth allocation is handled internally. The device asks for it and the host controller either allocates it or disables the device if the bandwith is already used up.
