The onboard USB controller must be enabled in BIOS setup first. Yes, there is likely a disconnected USB header onboard.

Now the card must share the same IRQ as the onboard controller. Move the card to PCI slot 2 or 1. In BIOS setup, enable "Reset Configuration Data" or ESCD.

Boot up and go to MSINFO32.EXE > Hardware Resources > IRQs and check for proper sharing.
