The onboard USB controller must be enabled in BIOS setup first. Yes, there is likely a disconnected USB header onboard.
Now the card must share the same IRQ as the onboard controller. Move the card to PCI slot 2 or 1. In BIOS setup, enable "Reset Configuration Data" or ESCD.
Boot up and go to MSINFO32.EXE > Hardware Resources > IRQs and check for proper sharing.

: Okay, I have a fairly major, VERY irritating problem. My PC is a K6-2 333
: with 32MB of RAM and two hard disks (a 4GB and a 2GB). The bios was updated
: when I installed the new K6-2 processor and shows support for USB (enable USB,
: assign IRQ etc..)
: My computer doesn't have any built in USB ports, but I need some for an MP3
: player I have. I bought a PCI USB card (Trust 2 port USB PCI card, based on
: the Opti type from what I can tell). My operating system is Windows ME (or 98
: if neccesary, i.e I can reinstall).
: Now, the problem is this. I initially installed the card without editing the
: bios. The card went in okay, was detected by Windows, but then displayed a
: yellow exclamation mark with a 'code 10' error. Which I believe is supposed
: to mean an IRQ conflict. I removed the card and ALL my other PCI card except
: the graphics card, reformatted and tried again. I still received the code 10
: error. I checked the system properties and it wasn't clashing IRQ with any
: other device.
: Perhaps it was because I had IRQ steering disabled (for some reason, when
: enabled it makes my computer lock up whenever I try and install my sound or
: modem cards). I enabled IRQ steering, and it reported all was okay (with the
: steering). I then installed the card again. Still a Code 10 error.
: After checking out this site, I edited the BIOS so that the USB keyboard was
: enabled and so that legacy support was also enabled. I then installed the
: card again. For some reason TWO USB controllers were detected and a whole
: host of unknown devices, four I believe, all of which had red crosses next to
: them. There were two USB root hubs detected and two cards, one the Opti, the
: other a VIA card. None of them were working properly (when I attached a
: device).
: I removed my USB card, reformatted and started again. i tried it with 'assign
: IRQ for USB' on and off, but it seemed to make little difference. It seems
: that whenever I enable 'USB keyboard' and 'Legacy USB support' this VIA card
: is detected, even though there are NO devices installed in the computer. I am
: fast running out of patience as nothing seems to work.
: Does anyone know the solution to this code 10 error? Microsoft seems to know:
: http://support.microsoft.com/default.aspx?scid=kb;en-us;Q278289 But my
: warranty has now run out and I don't think they'll be able to help. Does
: anyone know the solution?
