I would boot into Safe Mode and go to Device Manager. In there, remove the Root hub and Host controller *in that order*. Remove all USB devices and unplug them too. Remove all duplicate devices and anything you don't recognize. Windows will reinstall real stuff on reboot.

Restart and got right into BIOS setup. Most times, this is the Del or F10 key. Find the PCI section and enable Reset Configuration Data or ESCD.

Now start normally and reinstall your devices.
