This didn't look like an Win driver problem. it seems that the mobo is the problem.
Did you do the bios update? If not, do it. After the update clear the cmos data ( have a look into the manual to find the jumper, if available )
Check the bios settings:
USB => Enabled
Assign IRQ to USB => Enabled (if this switch is present)
Plug&Play OS => No or Yes (try both, maybe your mobo got a problem to "initialize" usb)
Reset Configuration Data => Enabled
If the USB controller shares it's irq with a pci card, plug the card into another pci slot. Have a look into the mobos manual, sometimes there is pci irq table listed.

: Card readers are a huge pain in the patootie. Try uninstalling and unplugging all USB devices on the PCs in question. Reboot and reinstall the reader *first*.

: : I have trouble on some computers with SCMMicro SRR301 smartcard reader device. Usually Windows 98/98SE are installed on this systems. After installing drivers for this USB device, computer is restarted and upon Windows bootup USB device is plugged in. Driver installs normaly and USB device is functional. When computer is restarted or powered off and then on, computer freezes upon performin BIOS POST routines. Did anyone observe similar happen on some computer systems?
