The driver is wrong, no doubt. Who makes the card and what brand of controller does it have?

: I add USB 2.0 PCI card to my mainboard (ASUS A7V266 - via KT266) but the transfer rate of my external harddisk is same or lower than old USB 1.1 on-board port. I already update BIOS, try many of many patch. But it doesn't work or be more slow. I already test this card with other PC and I got 12-13 times faster in transfer rate. How can I solve this problem ?
