Unplug all USB devices and boot from the XP CD. When prompted, select Setup > F8 > Install > *Repair* - NOT Recovery Console.
When done, replug the joystick and try again. Although VIA had problems with USB in previous OSes, WinXP is an exception.
If you continue to have trouble, a BIOS update/XP repair is advised. If no joy, pick up a nice USB 2.0 adapter card and use it.

: My Logitech Wingman force 3d is not recognised by winxp. ,I have a Soltek SL-75DRV mobo with a VIA Apollo KT266 chipset. I have downloaded all of the various drivers for VIA, Logitech and XP is up to date re updates, reinstalled windows and still it's not working. I had the same problem with a Microsoft sidewinder which I exchanged for the Logitech I have tried the bios tips given on the site but to no avail. The joystick is being shown with acode 10 error message in device manager
