As long as you have Vcc/USB5V, D-, D+ and GND connected, it's not needed.

: I am fitting a two-port USB cable assembly on to an ECS K7S5A and according their support site (http://www.ecsusa.com/usbk7s5a.cfm) pin 10 provides the USB_FP_OC0 signal. What is this and does it require a connection?
