Yes it is.

Let me provide a brief clarification of proper terminology regarding USB 2.0. With the introduction of USB 2.0, there are 3 speeds in which devices can operate:

Low-speed: 1.5 MHz signaling
Full-speed: 12 MHz signaling
High-speed: 480 MHz signaling

Often, when people refer to USB 2.0 devices, they mean ones that are capable at signaling at 480 MHz. However, you can have a USB 2.0 mouse (they do exist), and they are low-speed devices.

Now USB 2.0 full-speed devices have the option of supporting high-speed (low-speed devices do not). High-speed devices MUST support the full-speed signaling rate in order to provide backwards compatibility.
