Wow! how can you tell that just by looking at the IRQ settings I posted?

Problem is, in the Dell BIOS, the only thing that mentions USB is support for legacy USB. There is an option to have plug & play os support from either BIOS or the os.

Sorry if I'm being a bit of a pest here but any extra info would be extremely helpful.
