I tried swapping the mouse with an identical new mouse.

The new mouse has been working for the entire day with no problem. The other mouse never lastest this long before shutting down.

I'll give it another day before I feel completely confident, but I think it was a bad cable (or mouse).

: Intel i440BX chipset ( generally good usb support ) in this Portege. Try a bios update. Did Windows install ACPI support(check the device manager=> system devices)?

: : : : I tried altering the BIOS legacy USB setting, and shut off certain power save functions (this is a laptop though - APM is needed) - no luck.
