The modem itself is not using CPU resources - the USB controller takes the blame here even if it's really the Alcatel Speedtouch (which is what you have).
The Alcatel is just a living nightmare. I would strongly advise that you exchange it for a "real" Ethernet modem - especially if you are a benchmarker.
