Contact your ISP and ask for - no...demand an Ethernet modem. All USB modems exhibit this behavior to one extent or another. USB should not be used in this application - period.
As far as the reader goes, you should uninstall all USB devices and reinstall it first.
One other possibility is a good USB 2.0 card:

: If I have my mouse plugged in the motherboard's other usb port, the mouse freezes when the dsl goes offline. The only thing that seems to cure this is to reset the PC. Plus when this happens the usb cannot be disabled in the device manager.
