For some reason, the 4-in-1 drivers are not "taking". Otherwise, the name VIA would be all throughout the IRQ table.
Try manually changing the USB controller drivers to VIA.

: Strange, i've got the same mobo K7VZA rev.3 in the office. XP recognizes a "VIA Rev. 5 or later USB Controller".
: Check the Plug&Play section of the bios. There's the "Reset Configuration Data" switch. After switching to enable, the bios will rearrange the irqs.
