Typical oddball VIA behavior. It's best to cut your losses and install a 3rd-party USB PCI card. Take this opportunity to upgrade to USB 2.0. USB Wholesale offers a very good and inexpensive unit here in the US. The ad is on many USBMan pages. Otherwise, here are some choices:
