You've provided a lot of information and not much to go on. Start by checking to see if USB is sharing an IRQ with another device on both machines. Cleanup the Device Manager in Safe Mode. Guide here: http://www.usbman.com/Guides/Cleanup%20Device%20Manager%20Safe%20Mode.htm If you're having trouble with USB 1.1, USB 2.0 isn't going to help.
