Try the System Update for Windows 98 (http://www.microsoft.com/windows98/downloads/corporate.asp).
Latest bios flashed?
Check the bios switch "Plug&Play OS" => NO.
What is the label of the chip on the usb card?
"Standard OpenHCD" is very generic.
