Is there no recognition at all? If so, I would suspect bad luck in the form of a bad card. Try booting to Safe Mode and looking around there. If you find USB Root Hubs and Host Controllers, remove them in that order and restart.
I also suspect that you haven't installed the VIA 4in1 drivers:

BTW - the problem is not USB. The problem is that POS VIA MVP board. It's the worst compromise motherboard ever conceived!

: I have VIA MVP3 based motherboard (DFI p5bv3+) which has 2 USB ports (VIA 3038 PCI to USB controller) and I can't get them to work. I enabled USB from BIOS, installed all new drivers from VIA and I even formated my hard drive and installed OS (Win Me) again.
: OK this isn't all. I also bought a PCI USB card (DTK PTI-205) and offcourse my motherboard doesn't recognaize the card. It doesn't matter is the card plugged in or not, nothing happens. I've tried differend PCI slots, but no luck. System shows, that the PCI slot where USB card is located, is free.
