Try updating your motherboard BIOS. That usually fixes these things.

: I am permantely hooked up to a campus network, and am using a Microsoft MN-110 USB Ethernet adapter connected to a SIIG 5-port USB 2.0 card. When the dongle is attached to the machine at shutdown, the machine hangs at the cloud graphic of "Windows is shutting down" and have to manually shut it down. However when the dongle is disconnected at shutdown, the computer completely shuts down without issue.
